Phil Purvis Forensic Expert Road Traffic Accident Investigator

Phil served 30 years with Dorset Police, predominantly working within the Traffic Department.  As such he has an excellent working knowledge of traffic legislation and working procedures. 

After attending his initial Accident Investigation Course in 1985 and passing the City and Guilds exam in 1987, he was actively engaged in Collision Investigation, attending and investigating approximately 1000 incidents of which at least 200 were fatal. 

For an 18 month period he was posted to the Traffic Office of the Dorset Police Criminal Justice Department where in addition to traffic offence files, he had special responsibility for collision files that had Collision Investigation content.  For the last five years of my service I was posted to the Dorset Police Collision Investigation Unit where I took the additional responsibility of mentoring officers new to the role. Since retiring from Dorset Police in October 2007 Phil has worked as a Collision Investigation Consultant.  In doing so he has given evidence at both Crown and Magistrates Courts as a defence expert.

Qualifications & Experience

  • City and Guilds Certificate in Police Accident Investigation since 1987.
  • Trained in Land Survey Techniques, including the use of Electronic Total Stations surveying equipment (Sokkia Total station and Trimble Fully Robotic Total Station), and the subsequent production of Computer Generated Scale Plans (SDR Map software, LSS and RelMo software).
  • City and Guilds Certificate in Tachograph Calibration.
  • Trained in the analysis of vehicle accident damage by a computer program known as ‘A.I. Damage’ a qualified operator of that software at both standard and advanced level.
  • City and Guilds Certificate in Drivers’ Hours - Recording Equipment and Legislation.
  • Trained in T.O.P.A.S. (Traffic Officer’s Prosecution Aid System).  This relates to the analysis of Tachograph record sheets.
  • Police Technical Tyre Course with the Michelin Tyre Company.
  • Goodyear/Dunlop course, which included the inspection and repair of tyres, the inspection and repair of inner tubes, and the balancing of a tyre and wheel assembly by machine. Class 1 Police driver for motor cars and Class 2 for motorcycles.
  • DVLA licence for vehicles in category C and C+E; entitling me to drive large goods vehicles of all categories up to and including articulated vehicles.
